The first one looks better because the size and shape is nicely filled out, and the curves work better on her form. I think you should work with better guidelines, and you may be better off only using a pencil.

If you must ink then use a ballpoint pen, because the kind of pen you're using is hard to show variation of line strength with.

Check out Austa's thread for ideas on working with pen and ink. Also her sketching is sort of fun to try out http://forums.mangaraiders.com/index.php/topic,8232.240.html

DBNext put up a useful tutorial on building up a character here http://forums.mangaraiders.com/index.php/topic,8376.msg196721.html#msg196721

Other than that search Deviantart for this sort of thing. Keep drawing.

Is this eyepatch girl your own original character?

This one turned out much better. The right leg and rand hand are problematic, but it's a nice angle you tried to draw. Maybe her face should've also been 3/4 rather than fully facing the camera. Lines look better

When drawing liknesses be careful. Naruto is easy to see who he is because of the forehead protector whiskers on his face and jutsu hand seal, but his hair is too spiky.

Whenever you can try to do quick google image searches to fix small issues like this

e.g i just did one now

Now it's not that you should copy directly, but you should try aiming to get some key features in check. The leaf symbol should be on the centre. His kunai satchel as it at the hip and his hair is actually shorter and doesn't spike out like that.

Also see that the zipper didn't need any zig zag lines to define it. You just needed two lines all the way up to the neck.

Also, count how many heads tall he is to get the proportioning right.

Luffy needed more work too methinks.

http://img2.wikia.nocookie.net/__cb20140115052048/vsbattles/images/6/6e/Luffy_Post_Time_Skip.png

His eyes should be more circular, and so is his nose. His neck should be thicker too. His legs are drawn too long so they look somewhat like trousers instead of shorts.

Some more stuff to look at

loads and loads of references

Also, don't underestimate the power of a good stick figure...

Keep drawing
