First thing, how many pages are we allowed to post? I'd be interested in writing a 10000-15000 word story if possible

The writer's anthology is on hold until more participants are interested, and even after that ther'll be a need to format the pages for yourself as it's too much a load on the administators to produce the anthology themselves. Did you have a complete story in mind? You could work on getting it ready in advance. I have already made mine so more participants are welcome. Could set the ball rolling again.

Short stories only I think. One shots. It should be between 2 - 20 pages long when formatted properly. Not sure how many words that is but it should give you a basic idea when you write it down somewhere.

OK, so before I start rewriting things into transcript form, how should panel form be?

I have no idea the best way to make a panel, but I have a basic idea from reading, but the size or how many per page. Is it best to just write 1-3 chapters or pages and see where it goes?
