Earlier in the anime her skin was very dark, so I just assumed her to be black. But now that I'm caught up post time skip, I can see the animators drastically changed her. I don't know about the russian part though.

When I was reading the manga a while back Osda would have these 'SBS corner' pages at the end of each chapter and one of them he listed what each main character's nationalities would be if they were on earth. Ussop was from africa lol
