Pretty short and direct but quite ambitious.

You can only get your story published if the company hosts a one-shot contest. If you win, your story will get serialized.
Publishing companies don't accept submissions online or from walk-ins. They won't take the risk publishing a story they know nothing where your content was based from.

That said, a one-shot submission out of the blue will not work.
The question is, does the company you aim to submit hosts a contest?
It won't hurt if you try though. That one-shot will still be good for your portfolio.

Here are some sites that will widen your search:
  • r/ComicBookCollabs - You'll get more offers if you offer compensation. Make sure it's not an artist with just a handful of samples.
  • Tapas Forums / Collaboration - People in here tend to ask details about collaboration work so lay out everything from the story summary, genre, preferred drawing style, comic format, B&W or color, compensation, deadlines, etc. Leave out your plan about submitting it to a Japanese publishing company, it will just brew an off-topic discussion. Save it when you found the right artist.
  • DeviantArt / Job Offers - You'll get a lot of offers here but only accept those with experience.
  • Art Station - You'll have to do a manual artist search here. Artists' contact details should be listed in their profile.

Are you that Australian guy that writes GL stories?

You have a higher chance in finding an artist on webcomic communities such as Tapas or ComicBookCollabs subreddit.
When pitching an idea to an artist, you definitely need more information and a better synopsis than just saying "Jessie wants to enter the tournament to be the best fighter".

Also, don't aim for publication for your first comic collab. Go for experience first - and it will take you years.
