I can say for one that a tablet is very useful, it is sometimes impossible to have nice lines that are drawn with a mouse, some lines simply don't feel 'natural', in a sense.
As for a tablet, the first time you use a tablet, it will take quite a bit of getting used to, but there are really cheap tablets around if you know where to look, and if you don't have a budget, you can always find one on ebay for cheap (though they are mainly chinese suppliers).
If you are willing to invest in your art, then by all means invest in a tablet. I'm not an arts student of any sort - i don't do art or any art-like subject, but i own a Wacom Pen and Touch Small, as i draw for a hobby.
